Grab the top of the taskbar with the double arrow and expand it upwards so it looks like this:

Now grab the bar to the left of the bottom row and drag it as far to the right and up as you can, and drop it.

It should look like this:

Now you can grab the top of the toolbar and shrink it down to one line like below:
